INDIA. Mumbai: On Friday, University Grant Commission (UGC) declared 21 universities across nine states as fake universities in India. Delhi topped the list and stated that these universities would not be allowed to ‘confer any degree’.
According to UGC Secretary Rajnish Jain, these self-styled, unrecognized institutions are operating against the UGC Act and are not authorized to award any degrees.
UGC issued a public notice (F. No. 7-312012(AMPC) dated August 25) cautioning the general public and students against enrolling in these 21 “self-styled” universities. Through this public warning, the general public, students, parents, and other stakeholders are urged not to enrol in the self-styled institution stated above since doing so could jeopardize the students’ careers.
The University Grants Commission Act, 1956, under Section 22, stipulated that: The right of conferring or granting degrees shall be exercised only by a University established or incorporated by or under a Central Act, a Provincial Act or a State Act or an institution deemed to be a University under Section 3 or an institution specially empowered by an Act of Parliament to confer or grant degrees.
“As provided in sub-Section (1), no person or authority shall confer, grant, or hold himself or itself out as entitled to confer or grant any degree. Further, Section 23 of the UGC Act prohibits the use of the word ‘University’ by any institution other than a university established as stated above,” the UGC statement said.
The nation’s capital is at the top of the list of these fake universities by states, with a score of 8. Two West Bengal universities have also been labelled “fake,” in violation of the UGC Act of 1956.

In another notice dated August 25, the UGC pointed out that the Bible Open University of India, Visakhapatnam, Andhra Pradesh-53O 016, is offering various degree courses/programs in gross violation of the UGC Act, 1956.
The general public, students, parents, and other stakeholders are therefore advised NOT TO APPLY FOR ADMISSION to this self-styled university because doing so could endanger the students’ careers.
